You say "If the solstice occurs between midnight and noon, the day it falls in shall be designated as Day Zero. If it occurs between dusk and midnight, the following day shall be designated as Day Zero."

1. According to UTC or Peruvian time?
2. What happens when the solstice occurs between noon and dusk?
3. What is the definition of "dusk"?
